Meet Ralph

A lifelong North Carolinian, Ralph Carter was born and raised in Wilmington where he attended public schools and worked in his father’s drug store. After graduating from New Hanover High School, Ralph attended Chapel Hill to earn a BS in Zoology. He spent the next 9 years attending medical school at Wake Forest University on an Air Force Scholarship, completing his orthopedic residency at Wake Forest Baptist. During this time, Ralph was blessed to meet and marry Sandra McKnight from NC’s Blue Ridge mountains. Together they have three successful, grown adult children.


Dr. Carter served active duty in the military for four years at home and abroad. During his deployment in Spain, Major Carter was Chief of Orthopedics at Torrejon Air Base near Madrid, where he took care of Air Force personnel from bases around the Mediterranean.


A staple in the community-owned and directed Scotland Healthcare system, Ralph understands that the best leadership comes home-grown.


Ralph’s faith in Christ is deep and central to everything he does, including his decision to serve in the legislature. The cultural and political battles of our times are spiritual ones, and Dr. Carter is compelled to join the fight. Apart from his faith, his nine grandchildren and the uncertainty of the country they will inherit are what motivates him to serve.

Dr. Carter aims to stimulate local economic growth by opposing disasterous trade deals like NAFTA that harm local industries and advocating for policies that attract businesses and jobs to District 48.

Education

Ralph is committed to improving education by advocating for parental rights and an unbiased, quality education in schools, ensuring that children in District 48 have access to the best knowledge possible.

Medical Freedom

Dr. Carter will fight against big government health mandates and for medical freedom, ensuring that personal health choices remain in the hands of individuals and their doctors.

Pro-Life

Ralph will fervently support pro-life policies, working to protect the lives of the unborn, promote the Christian belief that every child is a gift from God, and will be a voice for those who can't fight for themselves.

Ralph's Reason

Ralph and his family have witnessed the destruction that bipartisan assaults on rural America such as NAFTA, have wrought on towns like Laurinburg. As Ross Perot predicted, the “giant sucking sound” of jobs leaving America did not spare Scotland, making it one of the poorest counties in the state. Dr. Carter will fight for good education and good jobs for District 48. He will fight for medical freedom, against mandates and lockdowns, and public health tyranny. And he will fight for the lives of the unborn.
